Peers Against Secondhand Smoke (PASS) Constitution
Truman State University

Article I - Name
The name of this organization shall be Peers Against Secondhand Smoke. The acronym shall be PASS.

Article II - Purpose
The purpose of our organization shall be to increase awareness about the dangers of secondhand smoke, increase support for reducing community exposure to secondhand smoke, and reduce the smoking rates at Truman State University and the surrounding community.

Article III - Membership
Membership shall be open to any currently enrolled student, KCOM/ATSU student or employee of Truman State University.

There are two categories of membership: active member and supporting member. To be considered an active member, a person must attend at least 80% of regularly scheduled meetings. Failure to attend 80% of regularly scheduled meetings will result in downgrading of the membership status to supporting member. Supporting members are not allowed to hold an office or have voting privileges.

Article IV - Compliance Clause
We agree to abide University policies, in addition to all federal, state, and local laws.

Article V - Non-Discrimination
This organization shall not discriminate on the basis of race, color, religion, national origin, ancestry, age, gender, sexual orientation, disability, or status as a disabled veteran or veteran of the Vietnam era.

Article VI - Election of Officers
The following officers shall be elected on a yearly basis - President, Vice-President, Secretary, Treasurer, Programming Chair, Outreach Chair, Policy Chair, and Education Chair.

An election shall be scheduled in April of each year to elect new officers by majority vote. Incumbent officers shall have the option to run for re-election.

Officers must have a 2.0 GPA or above, and be registered for at least 6.0 credit hours at Truman State University.

Two-thirds of the active members must be present at the time of voting. Newly elected officers should assume office immediately following the meeting in which they are elected.

Article VII - Officers/Executive Board
All elected officers shall serve on the executive board.

The duties of each officer shall be:

  • President: Preside over meetings, oversee all of the organization's activities, act as the representative to the community at large, promote organizational objective to the members, and collaborate with internal and external constituents to help meet organizational goals and objectives.
  • Vice President: Fill in when the president can't, assist the president in meeting organizational goals and objectives.
  • Secretary: Take minutes at each meeting, all organization's correspondence.
  • Treasurer: Maintain accurate records of the organization's budget including expenditures, and revenue income.
  • Policy Chair: Preside over the policy committee and stay informed of current policies regarding tobacco. Help build support for tougher policies addressing secondhand smoke.
  • Education Chair: Preside over the education committee and come up with ideas and plans to educate the campus/community on harms from secondhand smoke. Report committee efforts back to the president and organizational meetings.
  • Programming Chair: Preside over the programming committee and plan activities for the organization. Report committee efforts back to the president and organizational meetings.
  • Outreach Chair: Oversee the outreach committee and conduct all publicity for the organization, establish organizational message and effective means of communicating that message to the community at large. Report committee efforts back to the president and organizational meetings.

Article VIII - Removal of Officers
Any member may make a motion for the removal of any officer providing that evidence is presented to support the removal. Grounds for removal include the inadequate fulfillment of duties or the violation of regulations described in University policies, or any federal, state, or local laws.

A two-thirds vote by the membership is needed to remove an officer. Two-thirds of the active members must be present at the time of voting.

An election for a new officer should be conducted at the next scheduled business meeting.

Article IX - Meetings
All active members are required to attend regularly scheduled monthly meetings.

Article X - Finances
There are no set membership fees or dues. If an amendment is made to this article, the treasurer would be the officer responsible for collecting fees.

Any expenditure must be presented to and authorized by the treasurer and president.

Article XI - Advisor
The executive board shall nominate one faculty or staff member to serve as advisor. All advisors will be selected from Truman State University faculty or staff, preferably from the health field.

Advisors are responsible for attending meetings and assisting the executive board and any members as needed.

The active membership shall vote on accepting the advisor, with a simple majority needed for acceptance.

Two-thirds of the active members must be present at the time of voting. (See active member requirements under Article III)

Article XII - Amendments to the Constitution
A. Any member of the organization may present amendments to the constitution at any regularly scheduled business meeting. After reading the current constitution along with the proposed change, the change will be voted on. A four-fifths majority is necessary to pass the amendment. Two-thirds of the active membership must be present at the time of voting.

B. Amendments to the constitution must be submitted to and approved by the coordinator for student organizations before they become effective.
