Smoke-free Air For Everyone
(SAFE)-Rolla Constitution

Article I - Name
The name of this organization shall be Smoke-free
Air For Everyone Rolla.
Article II - Purpose
The purpose of our organization shall be to improve
the health of the community by lessening the negative
health impacts of tobacco.
Article III - Compliance Clause
We agree to abide by all federal, state, and local laws.
Article IV - Non-Discrimination
This organization shall not discriminate on the basis of
race, color, religion, national origin, ancestry, age,
gender, sexual orientation, disability, or status as a
disabled veteran or veteran of the Vietnam era.
Article V - Membership
Tiered membership is open to anyone. Non-voting
members are those members who simply sign a
statement of membership. Voting members pay a yearly membership fee.
- Student fee: in the amount of 1 pack of cigarettes or $4.00/year;
- Individual fee: in the amount of a carton of cigarettes or $25.00/year.

Membership fee will be reassessed by the Executive Board annually, or as recommended by the Membership Chair.)
Organizational support is tiered as well: Platinum Member Supporter: $1000/year. Gold Member Supporter $500/year, Silver Member Supporter $100/year, Bronze Member Supporter $50/year. Endorser: $25/year.
There should be at least one annual meeting of the general membership coordinated by the Membership Committee.
Article VI - Election of Officers
Offices shall consist of: Co-Chairs, Secretary, Treasurer, Historian, and 6 committee chairs; Education/Advocacy, Media, Membership, Ordinance, Fundraising/Grant Writing, Website Coordinator.
Officers shall be elected on an every-other-year basis as follows: One Co-chair, the Treasurer, Education/Advocacy Committee Chair, Media Committee Chair, and Membership Committee Chair electing officers on EVEN years, and the Other Co-Chair, the Secretary, Historian, Ordinance Committee Chair, Website Coordinator, and Fundraising/Grant Writing Committee Chair electing officers on ODD Years.
Election shall be scheduled in April of each year to elect new officers; at least 11 paying members must be in attendance. Incumbent officers shall have the option to run for re-election.
Newly elected officers should assume office immediately following the meeting in which they are elected.
Article VII - Executive Board
All elected officers shall serve on the Executive Board and are expected to attend scheduled meetings.
The duties of each officer shall be as Follows:
- Co-Chairs: Oversee Monthly meetings, facilitate open lines of communication between all executive officers, help impart vision with through effective strategic planning, effectively communicate organizational goals and objectives.
- Secretary: Take minutes at monthly meetings, set up monthly meetings, help manage database.
- Treasurer: Maintain fiscal records, work with other Executive offices to keep them on budget, and share fiscal information at monthly meetings.
- Historian: Maintain records, pictures, media articles and any other information that may be of historical value.
- Education/Advocacy Committee Chair: Oversee education of group members to ensure a consistent message is presented to the public. Oversee community education regarding the dangers of second-hand smoke and advocacy to help bring about a smoke-free workplace ordinance in Rolla.
- Media Committee Chair: Develop and maintain healthy working relationships with various journalists throughout the local media outlets. Write press releases, encourage proper coverage of events, and insure our out-going messages are consistent and accurate.
- Membership Committee Chair: Recommends reassessment of annual membership fee to the Executive Board as needed. Organize at least one annual meeting of the general membership. Strategically work to increase membership, involvement, of community members.
- Ordinance Committee Chair: Actively work to implement a broad-based, comprehensive, smoke-free workplace ordinance for Rolla.
- Website Coordinator Chair: Establish, maintain and update the Smoke-free Air For Everyone Rolla website. Work to improve public accessibility and usability of the website.
- Fund-raising/Grants Committee Chair: Work with the Committee to establish fundraising objectives, and identify means of realizing those objectives.
Article VIII - Advisory Board
NOTE: The group agreed to table consideration of Article VIII for six months. The group will look at this again at the end of July and determine if any action is necessary at that time.
The Advisory Board shall consist of 8 people and Meet Twice Annually. Their meetings shall be open to members of the Executive Board.
The Advisory board shall consist of 8 people who fill the following openings: 1 attorney, 2 medial or health related field, 1 lay person, 1 media, 2 representatives from the business community, 1 legislator.
The roles of the Advisory Board include: 1. Be Advocates, 2. Help with Fundraising, 3.Assess Yearly Strategic Plan
Article IX - Amendments to the Constitution
A. Any voting member of the organization may present amendments to the Constitution at any regularly scheduled business meeting. After reading the current Constitution along with the proposed change, the change will be voted on. A four-fifths majority is necessary to pass the amendment. At least 11 voting members must be present at the time of voting.
